I completed this sweater in April 2020.
Yoke
I only repeated raglan shaping 31 times (not 35).
Sleeve
I started reducing stitches immediately on the sleeves, every 4th row. The sleeves looked really bad the way the pattern was written. I knitted 100 rows on each sleeve, which after washing, was the perfect length to start the 3-inch cuff. I knitted 22 rows for the sleeve cuff.
Body
I knitted 12 inches for the body before washing and block. After washing and blocking, I needed to stitch one more inch on the body before decreasing and starting the 2-inch ribbing. For the decrease, K14 and K2TOG 16 times. I knitted 16 rows for the bottom hem and used the Jeny’s Surprisingly Stretchy Bind-Off for 1×1 rib: https://youtu.be/X1hD4mYE3RE
Conclusion
I completed the sweater but ended up not doing the sleeve stitch design, and I completely ignored the sleeve decrease instructions.
